I saw someone asked over a year ago if it is possible to upload transcription to a video. Is that an option yet? Would be so much faster than what I have been doing in clipscribe.

Yes you can do this in the form of an SRT file.

Click on the subtitle options menu at the top of the subtitle edtior and you will see the SRT file import button.

I can only download as a txt file. By any chance can you suggest a free option where I can convert that into SRT file?
